Wuhou District and Ant Group Sign AI+ Healthcare Cooperation at 2026 Inclusion Bund Conference
Chengdu's Wuhou District and Ant Group signed an AI+ healthcare cooperation agreement at the 2026 Inclusion Bund Conference. The partners will build three platforms for healthcare data fusion, AI-assisted diagnosis and an industry base in western China.
Under the framework, the Wuhou District Development and Reform Bureau (District Data Bureau), the Wuhou District Yuehu Science and Technology Center, OceanBase, Ant Health and Ant Digital Technologies signed a framework agreement. The cooperation covers healthcare data infrastructure, industry large models, AI application innovation and computing power operations.
The signing was attended by the deputy head of the Wuhou District government, the director of the development and reform bureau, the director of the Yuehu Science and Technology Center, the chairman of Wuhou Capital Group, Ant Group's vice president and OceanBase CEO, Ant Group's vice president and president of the Health Business Group, and Ant Digital Technologies' vice president and general manager of China business development.
The parties will rely on Wuhou District's medical health and medical data resources and Ant Group's full-stack AI and data technology capabilities to build a data-computing-model-application-industry integrated innovation loop. They plan to accelerate AI+ healthcare applications, explore new models for the circulation and utilization of healthcare data elements, and create a pioneer model for AI+ healthcare digital infrastructure.
They will build three platforms. One is an AI+ Healthcare Data Fusion Joint Innovation Center, using OceanBase's lake-warehouse integrated AI data platform as the foundation to connect the full chain of medical data collection, governance, circulation and intelligent applications. Another is an AI Specialty Disease Assisted Diagnosis and Treatment Joint Laboratory, led by Ant Health for clinical scenarios, to advance AI-assisted diagnosis and treatment, digital family doctors and related applications. The third is a Medical Health Intelligent Application Industry Base (Western Center), established by Ant Digital Technologies, to provide services spanning trusted data circulation, industry large models, scenario applications and computing power operations.
On that basis, the parties will promote secure aggregation, governance and trusted circulation of healthcare data, coordinate data interoperability among regional medical institutions, and explore the release of medical data element value under legal compliance and controllable risk. They will also push for applications including digital family doctors, AI medical visit assistants and clinical AI-assisted diagnosis and treatment, while seeking national and provincial demonstration pilots and policy support to form a replicable and scalable AI+ healthcare model.
Wuhou District has quality medical health resources including West China Hospital and rich medical data and application scenarios. The district will use these resources and scenarios to promote healthcare data infrastructure and innovative applications and support the building of the Western Medical Data-Model Port.
For OceanBase, the cooperation is an important step in its strategic evolution from a distributed database to an AI data platform. Through the AI+ Healthcare Data Fusion Joint Innovation Center, OceanBase will inject lake-warehouse integrated AI data platform capabilities into healthcare scenarios, connect the data chain from collection and governance to AI applications, and help the medical industry move from storing data well to using AI well.
Ant Health will lead the AI Specialty Disease Assisted Diagnosis and Treatment Joint Laboratory around clinical and resident health service scenarios, promoting AI-assisted diagnosis and treatment, digital family doctors and AI medical visit assistants. The laboratory will combine Wuhou District's medical resources and real application scenarios to explore AI paths in specialty disease management, hierarchical diagnosis and treatment, and resident health services.
The Medical Health Intelligent Application Industry Base (Western Center) will draw on Ant Digital Technologies' technology accumulation in trusted data circulation, privacy computing, blockchain, AI engineering and digital industry services. It will bring an Agent Super Factory into the medical industry, serving medical institutions, research units, innovative companies and ecosystem partners with integrated services from data compliance governance and trusted collaborative modeling to industry model adaptation, application incubation, computing scheduling and operational support, lowering the threshold from R&D validation to scaled implementation.
The cooperation aligns with national, Sichuan and Chengdu strategic deployments related to AI+ and data elements. In July 2025, the Chengdu municipal government and Ant Technology Group signed a comprehensive strategic cooperation agreement that listed healthcare, government data governance and trusted computing as key cooperation directions. The new signing is a further implementation of that strategy in healthcare and is expected to provide practical support for healthcare data element circulation and the industrialization of AI applications.
