Anthropic's 'Permanent' Claude Code Quota Increase Cuts Effective Usage by 17%

Claude's official account on X acknowledged the trade-off in comments, saying the company is also working on optimizations to give users "more value" and increase visibility into usage. The announcement drew immediate criticism. Some users accused Anthropic of deceptive communication, while others threatened to cancel subscriptions. One commenter compared Anthropic unfavorably with Chinese AI developers that are simultaneously raising limits and cutting prices.

Hours after the announcement, Tibo, an OpenAI developer known for frequent quota resets, reset Codex quotas and said the company had fixed a number of bugs that silently consumed users' usage. According to Tibo's post, defects in context compaction, memory workers, goal detection, automated tasks, subagent selection, computer history summaries and MCP tool handling were wasting quota, with extreme cases consuming up to 70% of a user's weekly limit. OpenAI said it will systematically close these leaks and show users a breakdown of how their usage is spent.

The two announcements highlighted a widening contrast in communication style. QbitAI noted that Claude Code may be strained by user growth, while Codex is still trying to attract users. Some observers pointed out that Anthropic's move merely makes a temporary adjustment permanent at a lower level, while OpenAI's reset was a correction for its own bugs, so the two are not directly comparable.

The episode comes as AI coding tools compete aggressively on price and capacity. Several developers interviewed by QbitAI said they have moved their programming work from Claude Code to Codex, citing Anthropic's policies.
