DeepSeek to Brief UN Security Council on AI Risks; Alibaba Says Qwen4 in Training

OpenAI CEO Sam Altman plans to brief the council, and diplomats expect a senior Anthropic representative to attend, foreign media reported last week. A source said DeepSeek founder Liang Wenfeng does not plan to attend, though arrangements could still change at the last minute. DeepSeek and Moonshot AI did not immediately respond to requests for comment, according to Zhongxin Jingwei.

Alibaba said at its 2026 Yunqi Conference that Qwen4, built on a new architecture, is in training, and future versions including Qwen4.5 and Qwen5 will scale to 5-10 trillion parameters. The company said recursive self-improvement has begun to enter model training, inference and chip-model coordination. Alibaba's next-generation video generation model will be released in November, and the company unveiled the Zhenwu V900 AI chip, which CEO Wu Yongming said is three times more powerful than the m890 and is scheduled for mass production and sales in the first quarter of 2027. T-Head's annual AI chip shipments will rise substantially, according to Sina Tech and IT Home.

Huawei is holding back a full global push for its AI chips because domestic computing demand exceeds supply. Vice Chairman and Rotating Chairman Wang Tao said at the 2025 Huawei Connect event in Shanghai that the company has no plan for a comprehensive international market entry for now, but will supply small volumes to "some countries with particularly strong demand." Huawei first showed its latest supernode products and solutions overseas at MWC2026 in Barcelona, covering multiple models, and said its "cluster plus supernode" architecture is intended to build a computing foundation while keeping its platform open source.

DeepSeek has appointed its first chief financial officer. Yan Wentao, a former partner at Hillhouse Venture Capital, joined on Sept. 21, according to media reports. Born in 1991, Yan graduated from Fudan University and worked at Tencent Investment and H Capital before joining Hillhouse in 2020. His investments included ByteDance, MiniMax, Zhipu AI, Xiaohongshu and J&T. DeepSeek has hired CITIC Securities to prepare a STAR Market listing in Shanghai and plans to start the IPO process this year, with due diligence underway, according to reports by Investment Community and China Securities Journal.

ByteDance said in its third internal notice for mainland China in 2026 that 114 employees were dismissed in the second quarter for violating company rules, eight were handed over to judicial authorities on suspicion of criminal offenses and six face civil lawsuits for seriously harming company interests. The notice described cases in which employees used system privileges to query confidential information and leaked it to outside peers through social software or in-person demonstrations, or helped outsiders query and leak information after disclosing their employee status. One intern was removed from an internship program after posting false claims about company culture and work atmosphere and attacking colleagues with derogatory labels on external social platforms, according to Bianews.

Apple hardware engineering vice president Tom Marieb said in a public interview that he does not recommend that ordinary users apply screen protectors to iPhones, saying it makes him uncomfortable because the team invested heavily in scratch and wear resistance. The remarks drew discussion among users, with some saying glass still cannot withstand quartz particles in the environment, and others asking for free screen repairs. Bambu Lab released its first consumer laser product, the R1, a 55-watt CO2 laser cutter aimed at makers, small merchants and craft enthusiasts.
