OpenAI commits $1 billion in Daybreak AI credits to under-resourced cyber defenders

Daybreak was introduced in May and later expanded into two tiers, TechRadar said. Blue is an entry-level tier with a general-purpose model and custom-tailored safeguards; Red is a purpose-trained cybersecurity model with almost no safeguards. OpenAI said thousands of defenders across 2,000 approved organizations and workspaces already use Daybreak, including cybersecurity companies, defense organizations, and law enforcement agencies.

Priority for the credits will go to operators of essential services such as water and wastewater systems and electric grid operators, followed by state and local governments, community and regional banks, nonprofits, open-source maintainers, and other organizations with limited security resources. OpenAI said it will also increase hands-on support for frontline defenders, provide training, and establish new partnerships.

OpenAI also announced a public sector, water-focused pilot with the Multi-State Information Sharing and Analysis Center to train and support local, tribal, and territorial defenders. The company said the pilot will pair Daybreak access with guided training and hands-on assistance for an initial group of public sector and water-system defenders, helping them validate and prioritize findings, coordinate remediation, and develop a repeatable approach that can be expanded over time.
