Oracle Seeks 2GW of New Mexico Renewables as Project Jupiter Data Center Faces Local Pushback

Oracle is soliciting proposals for 2 gigawatts of renewable energy in New Mexico while protests and lawsuits threaten to delay the $165 billion Project Jupiter data center it is building for OpenAI.

Oracle announced on September 8 that it was opening a solicitation for renewable energy proposals in the state. The company and OpenAI are developing the $165 billion Project Jupiter data center in Santa Teresa, New Mexico, which forms part of the broader Stargate artificial intelligence infrastructure program announced by President Donald Trump in 2025.

The data center has drawn local protests and court battles over concerns about its environmental impacts, according to Ars Technica. Those disputes carry the potential to slow the project's development schedule.

The renewable energy proposal request does not alter the fact that Project Jupiter will be powered by fuel cells that consume natural gas, Ars Technica reported.

Michael Thomas, chief executive of Cleanview, a data platform that tracks renewable energy and data center projects, said the arrangement would function as a matching program rather than a direct power source. "Like all matching programs, this would be synthetic in the sense that 2 GW of renewables wouldn't directly power the data center," Thomas wrote in a post on LinkedIn.

Neither Oracle nor OpenAI has said the September 8 solicitation is intended to resolve the pending litigation or the local objections. The announcement also did not specify which renewable projects might be selected, how they would be sited, or when they would come online.

Project Jupiter is one of the largest data center undertakings tied to the Stargate program, which was presented in 2025 as a national-scale buildout of computing capacity for AI. The New Mexico site's power arrangements, centered on natural gas-fed fuel cells, have been a focus of opposition from residents and environmental groups pressing for cleaner sources of electricity.
